Gundars Aperans is involved in the firm's public finance practice primarily serving as bond counsel to North Carolina units of local government. His transactions have included general obligation bonds, revenue bonds, special obligation bonds, installment financing agreements and certificates of participation.
Gundars became of counsel to the firm in November 1996, after working in public finance at Brown & Wood LLP in New York, where he primarily represented North Carolina counties, municipalities, districts and authorities as bond counsel in over 800 financings. He also worked as bond counsel and underwriters' counsel in a number of other states, including Arizona, Arkansas, California, Delaware, Maryland, Michigan, Pennsylvania, Texas, Vermont, Virginia and Wisconsin.
Gundars is fluent in Latvian. He is admitted only in New York.

Represented a county in an installment financing that functions as a variable-rate draw-down loan to enable the county to borrow funds as needed periodically to pay project costs.
Represented a county in the first Build America Bond financing in North Carolina.
Represented a county in developing the documentation and program under which the county issued a variable rate general obligation bond anticipation note that functions as a draw-down loan. This simple, low-cost alternative to commercial paper financing was the first of its kind in North Carolina and has enabled the county to borrow only as needed to pay project costs as they are incurred.
Represented a county in two financings structured as fixed-rate certificates of participation and variable-rate certificates of participation that were delivered together and secured by the same property and subsequently representing the county in supplementing the liquidity support for the variable-rate certificates with support from a Federal Home Loan Bank in response to the downgrading of the credit ratings of the liquidity provider.
