Allen K. Robertson, an attorney with Robinson Bradshaw and president of the National Association of Bond Lawyers, testified on behalf of NABL at the Internal Revenue Service’s public hearing on proposed arbitrage regulations on February 5.

The new regulations, proposed by the U.S. Department of the Treasury and the IRS, would change the definition of “issue price” that has been in effect for more than 20 years. Robertson testified on behalf of NABL that the portions of the proposed regulations on issue price and anti-abuse be withdrawn and re-proposed.

The Bond Buyer, a daily newspaper that provides national coverage of the public finance industry and municipal marketplace, published two front-page articles on NABL and Robertson’s role in the hearing. Tax Analysts, a leading provider of tax news and analysis for the global community, also published an article about the public hearing, as well as the transcript of Robertson’s testimony.

Robertson was elected to serve as president-elect of NABL in 2012, after serving on the NABL Board of Directors in 2008-09 and 2010-12. Robertson is currently serving a one-year term as president and will serve one additional year on the NABL Board of Directors as immediate past president beginning in September.

Robertson is actively involved in Robinson Bradshaw’s public finance, banking, bankruptcy and health care practices. He has also served as bond counsel, underwriter’s counsel, bank counsel and borrower counsel in a variety of tax-exempt bond issues.

He received his Bachelor of Arts degree from University of North Carolina Chapel Hill, where he was a Morehead Scholar, and he earned his law degree from Harvard Law School, where he graduated magna cum laude. He is a Fellow of the American College of Bond Counsel and is regularly included among annual national and regional peer group rankings, including Chambers USA, The Best Lawyers in America by Woodward/White Inc. and North Carolina Super Lawyers. Robertson also holds an AV® Preeminent™ Peer Review rating from Martindale-Hubbell.

NABL exists to promote the integrity of the municipal market by advancing the understanding of and compliance with the law affecting public finance. A professional association incorporated in 1979, NABL has approximately 2,700 members and is headquartered in Washington, D.C. For more information, visit www.nabl.org.
